A biohazard solution capable of converting biohazardous waste into confetti like material which is entirely safe to handle. The Laboratory material include plastics, glass, PPE, sharps containers, and other general laboratory consumables on-site. A solution that can shred and disinfect infectious waste and materials directly at the source, which can then be recycled. The tender’s solution is non-thermal and utilises a proprietary biodegradable chemical which converts biohazardous waste into a confetti-like material that is entirely safe to handle and transport for recycling. 2. MARKET CONSULTATION – Artificial Intelligence Mammography Software for BreastCheck Radiology National Screening Service

The Health Service Executive (HSE), National Screening Service (NSS) operates four population-based programmes in Ireland serving over 1.5 million eligible citizens annually – representing one of Europe’s most comprehensive screening systems. One of the programmes is BreastCheck – the national breast screening programme. All modern breast screening programmes face increasing operational pressures including rising patient volumes, radiologist workforce shortages, and growing demands for faster turnaround times while maintaining diagnostic accuracy. The complexity of mammographic interpretation, combined with the need for consistent performance across large screening populations, creates challenges in delivering timely, high-quality care. Reader fatigue and workload pressures can impact diagnostic consistency, particularly during extended screening sessions. Additionally, there is mounting pressure to improve early detection rates while minimizing false positives and unnecessary recalls. To address these challenges and enhance our screening programme’s effectiveness, we are exploring AI solutions that can augment radiologist capabilities, improve workflow efficiency, and maintain consistent diagnostic performance across our national screening network. As part of our due diligence process for implementing AI technology in BreastCheck, the NSS are conducting a comprehensive premarket consultation with potential AI solution providers. This consultation aims to evaluate available technologies against our specific clinical, technical, and regulatory requirements before making procurement decisions.

3. Outsourced Radiology Services for St. James’s Hospital

The Health Service Executive hereby invites suitably qualified and experienced Service Providers to submit tenders for the Provision of Outsourced Radiology Services for St. James’s Hospital (SJH). The Competition will consist of the following Lots: • Lot 1: Ultrasound Services • Lot 2: CT Services • Lot 3: CT Services for Research These services are required on an ongoing basis to clear hospital waiting lists in St James’s Hospital. However, there is no guarantee of any definite level of business. Only one provider will be appointed for each Lot. Tenderers can apply for one Lot, two Lots or all three Lots. Each Lot will be evaluated on a separate and independent basis so offers grouping Lots is not possible. For example, it is not permissible to state something to the effect “A discount of 10percent on the prices tendered for Lot 2 will be offered only if we are also awarded business in Lot 1”. The prices entered for each Lot on the Price Schedule in the Tender Response Document (TRD) will be taken as the tendered figures and used to award cost scores to each tender. Due to the importance and nature of the services, and in particular: • the need to ensure seamless engagement between the successful tenderer and SJH, • to ensure that, if required, patients can be transferred back to the public hospital swiftly and without difficulty, • Consultants’ clinical commitment in the referring hospital, • The need for inpatient clinical review/care as required following surgery, The facility must be within 20km of SJH, as measured on Google Maps, and Tenders from applicants whose facilities are not within 20km of SJH will not be considered.

4. Provision of MRI and PET CT CT Services to Cork University Hospital

Based on the current demand on the service, activity is estimated to be 3,000 patients per annum, of which approximately 90 percent are outpatient and 10 percent are inpatient. Service available to both Inpatients and Outpatients. Inpatient orders include Emergency Department requests. Service available to both Public and Private Patients. Service No.2: Magnetic Resonance Imaging (MRI) diagnostic service for both Inpatients, Emergency Department, and Outpatients. Service will be between 08:00am and 22:00pm per day, Monday to Friday and 08.00 to 17:00 on Saturdays to meet current demand. Based on current demand, activity is estimated to be approx. 26,500 MRI Requests – 15,500 Patient Orders or Attendances per annum, of which approximately 11,000 orders . 6,500 Attendances are inpatients and 15,500 orders . 9,000 attendances are outpatients. Service available to both Inpatients and Outpatients. Inpatient orders include Emergency Department Requests. Only one provider will be appointed for both services, and therefore the successful provider must be capable of providing both services. Any Contract that results from this Competition shall be for an initial period of 60 months

2. Provision of an e-rostering System. The system(s) procured will be used as tactical day to day tools to record staff attendance, relate staff attendance to remuneration, report on compliance with labour law, create and manage staff rosters and strategically to align rosters with service demands. 3.  Dynamic Purchasing System for Personal Protective Equipment for Regular Demand. This DPS Invitation has been prepared for the purpose of providing information to Applicants interested in participating in a public procurement process for the establishment of a Dynamic Purchasing System for the supply of PPE for Regular Demand on behalf of the HSE (hereafter the “DPS Regular Demand”). 4. Request to Participate (“RTP”) in a DPS for the provision of Unified Cyber Incident Response service. The HSE is the Contracting Authority for this public procurement competition on its own behalf and on behalf of all organisations funded by the HSE. On 14 May 2021, the HSE was subjected to a serious criminal cyberattack (the “Incident”), through the infiltration of IT systems using Conti Ransomware. Over 80 percent of IT infrastructure impacted leading to unavailability of key patient information and diagnostics. To rapidly enhance the security operations and strengthen the cyber defence posture post the Incident, a number of security services were stood up on an emergency basis. HSE are now in the journey towards standardising these capabilities and associated services. The Post Incident Review (PIR) that was carried out following the incident has highlighted the need for integrating existing siloed incident response processes into a unified cyber incident response capability. The vision of this service is to effectively and consistently have the capability to unify the cyber incident response across multiple HSE organisational constructs.

6. DPS Qualification: Provision of Remote Health Monitoring Technologies to Support the Implementation of Virtual Ward Care Model Solutions

The HSE is issuing this Request to Participate (“RTP”) in a Dynamic Purchasing System (hereafter ‘the DPS’) for the provision of Remote Health Monitoring Technologies to support the implementation of Virtual Ward care models via a fully end to end vendor managed solution. The HSE is the Contracting Authority for this public procurement competition on its own behalf and on behalf of all organisations funded by the HSE. A Virtual Ward is a time-limited, safe, and efficient alternative to bedded care enabled by technology that aims to support people who have an acute condition, or exacerbation of a chronic condition requiring hospital-level care, to receive this high acuity care in the place they call home. This approach can provide both an alternative to hospital admission at the Emergency Department, and/or facilitate an earlier discharge from a hospital ward for medical and surgical patients. This DPS will support the implementation of Virtual Wards and associated service capabilities within adult, older persons, and paediatric services across, but not limited to, respiratory, cardiology, and endocrinology pathways. The HSE is seeking to procure an effective and successful market proven, end-to-end vendor managed solution ready for immediate deployment. The HSE is issuing this Request to Participate (“RTP”) in a Dynamic Purchasing System (hereafter ‘the DPS’) for the provision of Salesforce Licences, Implementation Services, Development and Support. The HSE is the Contracting Authority for this public procurement competition on its own behalf and on behalf of all organisations funded by the HSE. In December 2020, based on the ongoing Covid-19 pandemic and escalation in case numbers, the National Immunisation Advisory Committee (NIAC) developed recommendations for the initiation of an urgent rollout of Covid-19 vaccinations. HSE Technology and Transformation facilitated this rollout through the implementation of the Covax Immunisation Information System based on the Salesforce platform. Covax, based on the Salesforce Health Cloud platform, is currently used to record Covid, Influenza (Flu), and Pneumococcal vaccinations. Covax also includes Salesforce Service Cloud (used by multiple HSE support teams), Salesforce Marketing Cloud (leveraging SMS and email channels), MuleSoft (enabling integration with other HSE systems, GPs, and pharmacies) and Tableau analytics. It is the intention of the HSE to expand Covax to become the National Immunisation Information System (NIIS) and bring future development activities into a more normalised design, implementation, and support cycle.
