2. HSE 26867 – HSE One Health Record Application Service, a national Electronic Health Record
The Health Service Executive (HSE), as the contracting authority, seeks to appoint a suitably qualified economic operator to provide the HSE One Health Record Application Service as a national Electronic Health Record for Ireland via a competitive dialogue procurement process. The One Health Record Application Service will deliver a unified, lifetime electronic healthcare record that empowers patients and care providers to achieve better health outcomes, enhances quality and safety across all acute and community care settings services in Ireland which will be capable of supporting each patient’s journey through a range of multidisciplinary clinical, operational, and case management processes and improves their efficiency and agility. It is currently envisioned that the One Health Record Application Service will be available to: all patients and their carers (where appropriate); all HSE healthcare staff in all six health regions, including but not limited to: community and acute care staff – clinical, operational, and administrative; and all publicly funded (now and in the future) healthcare services, including the HSE, Section 38 providers and some Section 39 providers, in all six health regions, including specialist care services. The scope of the services required from the successful tenderer will be finalised and further defined during the dialogue phase. It includes, but is not limited to, the provision of managed software services, configuration services, installation services, integration services, implementation services, data migration services, training, hosting services and post implementation support (including support and maintenance services).

3. EU OPEN PROCESS For ICT Voice Solution on behalf of HSE National Distribution Centre (NDC) Service.
The HSE is seeking to Upgrade or Replace existing hardware and the potential implementation of picking solution in the HSE National Distribution Centre (NDC). The requirement is to either upgrade or replace the current solution with software and hardware that facilitate continued voice directed picking. Any hardware device proposed must also enable the use of the native SAP Fiori app for handheld RF scanning which is accessing using a URL on existing handheld scanning devices. HSE Procurement has operated the current Voice Picking Solution in the NDC since 2012. The current solution consist of a voice picking GUI application (Vocalpoint) connected to mobile computing devices. HSE currently uses two version of the Honeywell Vocollect Talkmans the older A700 (blue) and the newer A700X (black). The headsets are Honeywell SRX3. The mobile device and headset are worn by the operatives whilst performing warehouse tasks. In July 2023, the Vocalpoint system was integrated into the HSE Integrated Financial Management System SAP EWM for picking tasks. The integration is by way of IDOC and BAPI using proprietary middleware. The current provider has advised the HSE that at the end of 2025, Honeywell will no longer support the A700 Talkman model. It has also advised that the Honeywell voice recognition system on the A700x models reaching end of life support the end of 2026. Therefore all mobile devices will be out of Honeywell support at the end of 2026. Depending on the hardware devices that are ultimately selected, an Enterprise Mobility Management solution is likely to be required to support the continued support\upgrading of any new devices. The NDC utilises SOTI to manage other RF devices in the warehouse.

The HSE wish to engage with the market by inviting companies providing Scan4Safety Systems, and related services to submit a concise submission in response to certain questions in and using the template provided in the preliminary market consultation document. The HSE is conducting this preliminary market consultation on behalf of the HSE and other Public Health Service providers (Section 38 and 39 organisations). The preliminary market consultation document is being made available on the understanding and on condition that it is to be used solely for the purposes outlined therein. 4. Request to Participate (“RTP”) in a DPS for the provision of Unified Cyber Incident Response service. The HSE is the Contracting Authority for this public procurement competition on its own behalf and on behalf of all organisations funded by the HSE. On 14 May 2021, the HSE was subjected to a serious criminal cyberattack (the “Incident”), through the infiltration of IT systems using Conti Ransomware. Over 80 percent of IT infrastructure impacted leading to unavailability of key patient information and diagnostics. To rapidly enhance the security operations and strengthen the cyber defence posture post the Incident, a number of security services were stood up on an emergency basis. HSE are now in the journey towards standardising these capabilities and associated services. The Post Incident Review (PIR) that was carried out following the incident has highlighted the need for integrating existing siloed incident response processes into a unified cyber incident response capability. The vision of this service is to effectively and consistently have the capability to unify the cyber incident response across multiple HSE organisational constructs.

6. DPS Qualification: Provision of Remote Health Monitoring Technologies to Support the Implementation of Virtual Ward Care Model Solutions

The HSE is issuing this Request to Participate (“RTP”) in a Dynamic Purchasing System (hereafter ‘the DPS’) for the provision of Remote Health Monitoring Technologies to support the implementation of Virtual Ward care models via a fully end to end vendor managed solution. The HSE is the Contracting Authority for this public procurement competition on its own behalf and on behalf of all organisations funded by the HSE. A Virtual Ward is a time-limited, safe, and efficient alternative to bedded care enabled by technology that aims to support people who have an acute condition, or exacerbation of a chronic condition requiring hospital-level care, to receive this high acuity care in the place they call home. This approach can provide both an alternative to hospital admission at the Emergency Department, and/or facilitate an earlier discharge from a hospital ward for medical and surgical patients. This DPS will support the implementation of Virtual Wards and associated service capabilities within adult, older persons, and paediatric services across, but not limited to, respiratory, cardiology, and endocrinology pathways. The HSE is seeking to procure an effective and successful market proven, end-to-end vendor managed solution ready for immediate deployment. In December 2020, based on the ongoing Covid-19 pandemic and escalation in case numbers, the National Immunisation Advisory Committee (NIAC) developed recommendations for the initiation of an urgent rollout of Covid-19 vaccinations. HSE Technology and Transformation facilitated this rollout through the implementation of the Covax Immunisation Information System based on the Salesforce platform. Covax, based on the Salesforce Health Cloud platform, is currently used to record Covid, Influenza (Flu), and Pneumococcal vaccinations. Covax also includes Salesforce Service Cloud (used by multiple HSE support teams), Salesforce Marketing Cloud (leveraging SMS and email channels), MuleSoft (enabling integration with other HSE systems, GPs, and pharmacies) and Tableau analytics. It is the intention of the HSE to expand Covax to become the National Immunisation Information System (NIIS) and bring future development activities into a more normalised design, implementation, and support cycle.
